Today, unfortunately, there are still many misperceptions worldwide about the post-Soviet market development, especially regarding RE industry, because of its active position in use and supply of traditional energy resources. The CIS (or post-Soviet Union) countries are still not as attractive as they could be for foreign investors and leading RE companies. The reasons for misconceptions are many, amongst them are regulation (or lack of it), legislation and policy obstacles in addition to low prices of conventional energy resources. But despite the lack of necessary conditions for sustainable development of RE fields, some entrepreneurs succeed in promoting their RE solutions as a priority for future. Despite popular opinion, the CIS renewable market is one of the most interesting examples of ambitious enterprise bringing quality solar technologies to Eastern European markets.
Historically Kvazar was a factory for semi-conductor devices and morphed into becoming the largest PV cells, modules and systems producer in Ukraine, as part of the military-industrial complex of former Soviet Union. Since 1994 PJSC "Kvazar" is a privately owned organization, developing, producing and marketing throughout Ukraine, CIS and Eastern European markets. With an ecological agenda advocating "green technologies" Kvazar provides unique solar systems based on the quality expert research and accessories from the world leading producers. Additionally, "Kvazar" has started specializing in setting into operation of hybrid (wind-solar) power-stations. The potential of developing competitive and sustainable RE and EE infrastructure in Ukraine is very high. Being poor in traditional energy resources, Ukraine is rich in solar, wind and water energy potential, has vast deposits of silicon and - based on scientific tradition – exemplary human capital,. The major obstacle is policy-making. "What Ukraine needs today is to secure the investor's rights, then investments will flow. The people dealing today with RE in Ukrainian institutions are – unfortunately - there by accident, so market development is as it is. With the establishment of ministerial level institutions which will be managed by competent individuals , the RE and EE fields will push Ukrainian economy to prosperity" says Vitaliy Daviy, "Fuel Alternative" CEO, one of the most renowned RE experts in Ukraine. Along with political instability in Ukraine, deep financial and energetic crisis, incompetent personal in policy-making institutions, it is truly respectful businesses in RE and EE fields continue to push the market further. Yet not all is bleak in the Ukraine market. The last political developments in Russia-Ukraine relations seem to contribute new positive influence on Ukrainian energy conditions and after years of political instability the legislator machine could finally work. There are many enthusiastic entrepreneurs in this country to push, proclaim and promote "green" regulation rules in Ukraine, so in some very close future Krym peninsula may become the "Silicon valley of RE technologies".
