Israel’s Minister of National Infrastructure (MNI) authorized during the weekend the ministry’s new policy for up to 50KW PV installations for domestic and small industrial installations. This is part of a policy memorandum that will integrate Renewable energy into the Israeli energy production array and will be unveiled in the Eilat-Eilot Renewable Energy Event taking place from the 15-18 of February 2010.
It must be said that the quotas are for megawatts of installation, and that a feed-in-tariff has not been set as of yet. The feed-in-tariff will be set by the Israeli Public Utilities Authority, and energy companies are holding hands, hoping the process will be quick. It has been published in the past that the tariff prior to hearings will be 1.61 NIS (0.31 €), speculations are that after the hearing the tariff will be 1.65 NIS (0.32 €)
According to the authorized quotas, in the periphery of Israel (including the Arava and Negev regions) industrial installations up to 50KW, installations of domestic arrays (up to 4KW) will be uncapped until December 2014(12/14). This clause relates only to communities and settlements in regions defined as those of national preference, in accordance with the governmental decision from December 2009.
Public Buildings: a special 30MW quota has been reserves for public buildings roofs, with an emphasis on educational institutions. This quota is taken from a paradigm that installations on such institutions will bring pupils closer to the subject of Renewable energy and will generate and educational element and build values. Industrial installations (15-50KW) that are not to be installed in the periphery or on public buildings roofs are capped to 50MW.
“the new policy removes almost all the restrictions from installing domestic facilities of up to 4KW and thus promotes the green rooftops vision” said the Minister Dr. Uzi Landau. According to the minister, the preference of the regions of national preference is part of the general governmental policy to encourage the economic sustainability of these regions and to encourage utilization of local labour in these regions. To date, 10MW of the sum total of requests submitted by the 14/12/09 (the day the quota was maxed out), for industrial installations of PV arrays have been installed. From the 15MW designated for domestic installations, on 2MW of the quota has been installed.
Vladimir Budyansky, Quantum Business Group CEO was quoted saying “This is a good policy. This is a big step in rectifying the terrible atrocity that was created by previous regulations and tariffs. Now the market has legitimate expansion borders, there is an understanding in the MNI of the importance of PV installations and renewables, coupled with an opportunity to empower the periphery of Israel, that has been less prominent, yet has the most promising climate conditions for the Renewables industry. The periphery has all the conditions to assist Israel in achieving its 2020 goal. We at Quantum have foreseen this almost natural turn of events and have set up our organisation’s HQ in Beer Sheva, the capital of the Negev and Arava region to set an example, and be right in the middle of things.” When asked about the Eilat-Eilot event, Mr. Budyansky commented “Eilat-Eilot is a very important event and is second to none is Israel.
